5-year / 5-phase roadmap
Each phase is proposed. Movement between phases should depend on feasibility, governance readiness, safeguarding evidence, funding, lawful operation and credible programme results.
Year 1 · Proposed
Feasibility, governance, safeguarding, beneficiary criteria, technology architecture and an achievable initial pilot for vulnerable widowed mothers raising dependent children without adequate household income.
Year 2 · Proposed
Commission independent evaluation, refine eligibility, strengthen fraud and data controls, and expand geographically and to additional eligible vulnerable households where consistent with the charitable objects.
Year 3 · Proposed
Develop a mature registry, secure verification, interoperable payment rails, case review, grievance and appeal mechanisms, audit trails, monitoring dashboards and responsible data governance.
Year 4 · Proposed
Pursue structured cooperation with multilateral agencies, donors, researchers, NGOs, financial-inclusion partners and, where appropriate and lawful, relevant Afghan institutions.
Year 5 · Proposed
Publish evidence, costings, governance model and a technology blueprint that could inform a larger Afghan social-protection framework. National adoption remains for competent authorities and institutional partners.
